Strauch retirement leads to promotion, new hire
Also: Council approves rezoning of property on Rt. 33 for commercial development.

Robinson City Council Tuesday night made some personnel moves related to a long-time police officer's retirement.

Robinson police sergeant Dan Strauch has filed for retirement, so Chief of Police Chad Weaver and Alderman Gene Sinclair said a promotion for a new sergeant and patrol officer is needed.

The council approved promoting patrol officer Eric Schmidt to the now-vacant sergeant position and hiring Logan Miller to fill the patrol officer position effective Dec. 12.

Weaver thanked Strauch for his service, which also included a stint as a K-9 officer, and his dedication to the city.

"Dan was one of the greatest cops I've worked with and I thank him for his service," Weaver said.

Also at the meeting, the council decided to take a different direction with liability and workers' compensation insurance in 2020.

For the past year, the city used Trident for liability insurance. The cost was $67,337 for 2019, but will increase in the coming year because of new city vehicles.

Rick Hamilton of Weber Insurance said that the renewal for the 2020 fiscal year is expected to be $72,537, but recommended another option which recently became available.

Hamilton recommended Continental Western, which has begun filing better coverages for almost every line in Illinois this year.

"Their cost is $64,743, which is $2,594 less than last year's coverage," Hamilton said.

He did add that the premium would increase slightly because of an item that wasn't originally factored in.

"This includes everything except the South Cross mini park because we didn't have a total amount on it," Hamilton said. "So the premium may be $200 or $300 higher."

Aldermen approved making the switch to Continental.

In other business, the council approved two reappointments. Doug Goodwine was approved for a five-year term on the Crawford County Airport Authority, while Robbin List was given the nod for a two-year term on the Robinson-Palestine Water Commission.

Property at 12866 E. 1050th Ave. was approved for a zoning change Tuesday. The property, owned by Reese and Bethany Ivers, St. Francisville, is on the east side of Robinson on Illinois Route 33. It was approved to change from an AG to a C-3 (highway commercial district) zone, which would allow for a billboard to be placed upon the location. The Iverses intend to allow the area to be used for potential long-term commercial development in the future.

The council also approved an IPRF safety grant totaling $5,425. Administrative Assistant Deanna Watson said the grant is included for the city's police department, fire department, street department and community building.

Alderman Russell Snider's recommendation to approve Fuller Petroleum as the supplier for the city's fuel was also approved. Fuller offered the only bid with a rack price of 1.785 plus a .08 margin for a base price of $1.865.
