Unit 3 ends year with surplus, OKs new budget

Palestine Unit 3 school board members approved a tentative budget during their first meeting of the 2018-19 school year Monday.

Superintendent Chris Long revealed the budget, which is subject to change as needed.

The budget shows a beginning fund balance of $1,777,397 and an estimated ending fund balance of $1,802,566 for all funds.

Long explained some areas of the budget could change in the next 30 days based on hiring and other decisions. These areas are divided into educational, operations, building and maintenance, bond and interest, transportation, Illinois Municipal Retirement, working cash, tort fund and fire prevention and safety.

The budget will be on display to the public for the next 30 days and will be voted on following a public hearing Monday, Sept. 24.

Board members also received the end of the year report for the 2017-18 budget, which ended with a surplus of $222,886.

Long said creating these budgets has grown more troublesome because of state funding.

"It's iffy because you have no clue what the state will give you," Long said.

Working cash ended the year with $39,953, while Long said the district has had to move that money to help out the rest of the budget. Long said he does not anticipate any funds being moved from working cash, which has a beginning fund balance of $85,650 and an estimated ending of $101,650.

"We have had to move this money in the past to offset shortages because you don't want the ending balance to be negative," Long said.

A short presentation was given on the "5 Essentials" report, which is a widely used survey used by students, parents and staff to get their opinions on the school district on several different topics. The idea behind the survey is to try to improve on all aspects of the Unit 3 educational process.

The survey is done every two years, but can be done every year if a district would like it to be. Parents and students of either the grade school and high school can fill out these surveys, which will show what the school's best essentials or areas are from collaborative teachers to supportive environments.
